The update it is asking me to install is called:
Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB928366)
I tried installing it but it just comes back after restarting my PC.

Many have experienced installation problems for that particular Microsoft patch. It is related to .NET framework and not to your XP SP2. Various solutions have been made available however each person's computer is unique.

If you use 'desktop doctor', uninstall it and try installing the update.
If you still face the issue, end all the programs that are displayed in the system tray and then try it.
This update makes a lot of changes in the registry and some applications may block this change
This is not a Windows XP Service Pack 1 update, it is an update to the .Net Framework v1.1 Service Pack 1. The .Net Framework is a software library used by some Windows programs.
Your best bet is probably to uninstall the .Net Framework v1.1. If you have any software that needs this version of the .Net Framework then reinstall it and hopefully this problem will not reappear. Chances are you won't need it though.
