Most likely you have the 1.1 Hotfix installed already and the Service Pack will not install with it installed.

Go to your add/remove programs in the Control Panel.

Make sure you are showing updates.

There should be a .net 1.1 framework hotfix somewhere.

Remove it and restart your computer.
