You certainly do not need to learn C++ or Java!!!
If you're a beginner, just start by learning a .NET language like C#. As you learn, you'll be as a matter of fact learning the essentials of the .NET framework.
I can recommend a good book on the .NET framework like:
Professional .NET Framework 2.0 - byJoe Duffy - Wrox Press 2006. But again, that's not for beginners.

If you want to learn .NET, you might want to pick a language first. The most popular options are Visual Basic or C#. Start by going to Microsoft's site and downloading Visual C# 2005 Express, or Visual VB 2005 Express edition, it is free of charge. On the same page you'll find free video tutorials that will take you step by step, however they assume you do have some programming knowledge.
