How do I install the TI Notefolio Creator Software onto my computer (I have Windows Vista)?

I have successfully installed this software on another computer using Windows XP. However, when I try to install it onto my computer using Windows Vista, I recieve a message that Microsoft .net framework 1.1 or later is not installed. I HAVE installed Microsoft .net framework 3.5, and yes it shows up in my programs screen. Yet, it is not being recognized. Does anyone have any suggestions for successfully installing the notefolio creator program?
