i updated to version 2.0 is it safe to remove ver 1.1

Actually no it is not safe to remove the 1.1 if you intend to run applications developed under .NET 1.1

Removing .net Framework 1.1 will not allow you to run applications developed under 1.1 even if you have the .net 2.0 installed on your machine.

I suggest you keep them both. Keeping the 1.1 will not induce any cost whether it be performance or otherwise.
