A framework allowing you to develop in a platform neutral environment (this means you can program in many languages and have the same outputted binary code), it is compiled to something called IL which is an intermediate language.



The framework performs similar functions to that of the java language apart from you lose the platform neutrality aspect that java allows. i.e. you can only develop for Microsoft Windows and to a lesser extent, Linux and Mac using the Mono compiler.



The primary purpose is to make programming housekeeping very easy so you can concentrate on the logic of your program. Primarily most developers use the C# language but VB.Net, IronPython and Boo are other languages with pre-build compilers.



In theory many high level languages could have a compiler built to compile to the MSIL.
