The Microsoft .NET Framework 2.0 is a programming architecture/environment, kind of like Java (the coffee-cup that sometimes shows up in your taskbar). It is used by programmers to create anything from computer programs to web pages.
As for the safety of removing it, that is a tricky question. I think an important question to ask is, how did it get on your computer? Some programs rely on the .NET Framework in order to run properly. If you remember installing a program where it required you to then install the .NET Framework, uninstalling it could cause problems for that program.
These programs are not very common, however, and most programs like Microsoft Office (Word, Excel, etc) and Web Browsers (Firefox, Internet Explorer) do NOT require the .NET Framework.
My advice is that if you do not need the space on your computer, go ahead and leave it installed; however, if you are running out of space, try removing it. At the very least you can download and re-install it from Microsoft's website:
