Does installing Microsoft.Net Framework decrease speed of PC?

No.



And no to Vista as well, because the speed of the .NET components of Vista are a part of the operating system - .NET makes it the speed it is. Whether that is theoretically slower than it would be if the components were not in .NET is a moot point, because they are in .NET and that can't be changed.

Nope. It isn't even used on a normal Windows XP PC unless there is software that you use that in fact uses the .NET framework.



In Vista, there are a lot of things that run using the framework, so with Vista, the answer might be yes because managed code is often slower than unmanaged code.
