this can be caused by many different things happening - did you install new software that disabled your .net frame work - have you got infected - did you get a bad download

Any of these thing and more could be the reason

I suggest that first you scan your computer for viruses and spyware then download any secuity updates from microsoft using express mode, if this fails goto control panel administror tools - microsoft framwork wizard - fix an application - config.net
