If you have Original Version of Windows you can download .net framework from Windows Update or by going to www.microsoft.com and selecting the downloads link.

If you are using a Pirated Copy of windows try to get your hand on any Computer Magzine CD which would generally carry .net Frame Work in Essential Section.
